Are crime scene technicians in Austin, Texas civilians or sworn officers?

I'm considering moving to Austin, Texas. I currently reside in Arizona and in this state they allow crime scene technicians to be civilians. Would anyone know if Austin allows civilian crime scene techs or do you have to be an officer to become one?
