How is the imposing peace by shooting at people not a war in Libya kinetic action going?

well i agree if america was getting bombed like that it would be a war. we just have a spineless president who doesnt want the "w" word to be on his presidential permanent record. and we cant actually win, i mean there is no endgame because, again the president is spineless and wont just do what needs to be done to defeat Libyan troops, he just wants to hide behind aircraft to boost his approval numbers
