Since when did the nba become an arms race?

ever since the iverson trade theres been numerous all star players that have moved within the past 2 years, is it caused by general managers been able to use the salary cap better or the owners willing to pay luxary tax, as im seeing 3 or 4 all stars on contending teams, what are your thoughts about the nbas version of the arms race?
